Question: I want to do standard step on cooldown for the damage, or just when the buff is about to fall off?

Only thing is, to get that 1000 potency you need to use 4 GCDs. One to initiate, two dance steps, and one to activate the burst. I've not done the math at all, but you're probably going to end up doing approximately equivalent damage either way around. The main advantage the Standard Step has, though, is if you crit / direct hit.

EDIT: Ok, its more like ~2.5 GCDs what with the steps only having a 1s recast, so at this point maybe yeah
