For people that doesn't know i'll copy paste how to do it and then i'll ask my question if anyone can help me.

First, here is a short explanation of the Leve History Evaluation system. When you have complete 8 leves (regional, local, or faction) you can go to the Adventurer's Guild counter and have your leves evaluated. Your leves will be evaluated based on the last 8 leves that you have completed. Once they are evaluated at the counter you will be presented a "special leve" with greater rewards. You now have one of two options.

Option 1: You can accept the "special leve"(which is actually a normal leve with better rewards). Once you accept this "special leve" your leve history will be erased and you will receive this leve to accomplish.

Option 2: If you do not like the rewards that were presented to you, you are able to deny the "special leve" and instead do more leves. By denying the "special leve" the 8 most recently completed leves will stay in your history.

Once you complete a leve it will show in your history in the order in which you completed it from 1 to 8 (1 being the most recent). In order to receive this achievement you must complete the below listed FACTION leves in the following order (make sure you complete the three random faction leves first):

1: Any Faction Leve (Your Choice)
2: Any Faction Leve (Your Choice)
3: Any Faction Leve (Your Choice)
4: Operation: Scar and Defeather (Broken Blade: Level 40 - 300 Faction Points)
5: Wanted: Toadsquatter Femomo (Azeyma's Shields: Level 40 - 300 Faction Points)
6: A Weighty Problem (Horn and Hand: Level 30 - 200 Faction Points)
7: Heat of the Moment (Horn and Hand: Level 30 - 200 Faction Points)
8: Golden Opportunity (Horn and Hand: Level 40 - 300 Faction Points)

Once these eight leves are completed have your leve history evaluated. If you are offered a leve with 100,000gil then accepted it (with no additional faction point cost) for the achievement. HOWEVER, if you are offered less than 100,000gil you will have to take additional steps.

By completing the 8 listed faction leves you will be granted a bonus of 90,000gil in addition to a randomly selected faction leve by the Counter. So for example if you are given a random faction leve with a normal reward of 8,456gil + the bonus of 90,000gil you will receive a completion of 98,456gil and you should NOT accept this special leve (as it's less than 100,000gil derp). At this point you will need to accept another faction leve of your choice, complete it, and then return to the counter to have your leve history evaluated again. This will cause the same 90,000gil bonus to be applied in addition to another randomly selected faction leve which may boost your reward above 100,000gil. You can do this three additional times with random factions of your choosing before it gets more complicated.

Ok. now, when i try to do the faction leve from Horn and Hand called " A Weighty Problem" it doesn't show up, like the 2 faction from lvl 40 on horn and hand too. I need to complete another faction quest or just need to wait till another leve reset?

I/you can make this achievement with only the five leves :

4: Operation: Scar and Defeather (Broken Blade: Level 40 - 300 Faction Points)
5: Wanted: Toadsquatter Femomo (Azeyma's Shields: Level 40 - 300 Faction Points)
6: A Weighty Problem (Horn and Hand: Level 30 - 200 Faction Points)
7: Heat of the Moment (Horn and Hand: Level 30 - 200 Faction Points)
8: Golden Opportunity (Horn and Hand: Level 40 - 300 Faction Points)

II/ When you check for your leve history evaluation, if you dont have 100k gils in reward, don't take it. Wait the reset of leves (00h00 and 12h00 (GMT)), and retry an evaluation. The reward will have changed.

III / Accept it if you have 100 k reward or Otherwise begin again has the stage II

- There is no precise order has following to make these 5 leves -
- Take only leves with rewards in gils (or gils + items)

It doesn't show up, for Broken blade and Azeyma's Shield i could choose between a lot of different leves but from horn and hand only one on lvl 20 and two lvl 30 (Something in the air and It's the smell, there are no Heat of the moment or A weighty problem).

Do you have sufficient Faction Points on you to pick up those factions?

Yea, i got 1k on any faction.

It was rare for me because i have a lot of leves on the other 2 and 1-2 leves on Horn and Hand faction :/.

Did you already do it once for your 'any faction leve'? You cannot pick up a faction leve which is already located in your leve history (I think).

Maybe you should do leves in level <40 for obtain them.
Have you doing all leves 30- of horn and hand ?

You can check it if you have an account on ff14 pads

You need to do the lv20 Horn and Hands Faction to "unlock" those, at least that worked for a friend of mine. o.o
