Is there any info about when housing will be available in the 2 new servers?

You pretty much answered your own question. Thats all they've given us. They wont unlock them until they think the server population/average level is there to give the most people a shot at getting a house on the server. And they really don't know when that will be, it depends on the player base.

There is also the Live Letter information to consider, so realistically housing may not be added until 5.1 as it depends how such quickly everything settles but we could get it before then. Will just have to wait and see.

I believe he was specifically referring to the existing housing in game, and when it would be released for purchase on the 2 new EU servers. Not new housing in general.
