I seen a video that yoshida said viera and horgar would be the last added races of the game, that they wont add more.

Indeed, they do not intend to add any more races to the game. That is true.

But we're not talking about new races. We're talking about the missing genders for Hrothgar and Viera. And in a DIFFERENT interview (multiple of them in fact), Yoshida stated that if there is a big enough demand for the genders, AND they can find the time and resources to make them, they will. However, he isn't making any promises because he's not sure if they will find the time and resources and he doesn't want to get hopes up if they can't.

Then you really haven't been paying any attention at all in the last three months. There have been a multitude of interviews both at Fan Fests and Media Tour where Yoshida has said what I told you. You can google it in 10 seconds, so I suggest you do.

If you're claiming he said it, then you're the one who has to provide the proof that he said it. Not just pass it off to another person to maybe find the interview you're talking about (when? from which website?) or maybe not, even if the information really is out there.

Also "he said it somewhere during Fan Fest" is a poor source without a proper quote - we've already been through that with everyone being certain he said the new races would have 'more' customisation options than other races, when all he actually said was 'unique' and that they'd had to test a lot of unique features.

Additionally, Hrothgar were announced at the third and final Fan Fest, so he can't have commented on implementing the other genders at that point. Certainly not during the keynote presentation where they were revealed, and I'm pretty sure everyone was demanding an official response on the issue afterwards.

The Letter From the Producer that reivaxe quotes is also the most recent and most clearly official explanation of their current position regarding the missing genders - and I think it's quite clear that they are fully aware of the demand, but unable to do anything about it without negatively affecting the overall game.

It seems like a very final answer to me, unless the surrounding circumstances change.

Emphasis on "if they can find the time and resources", because that's exactly what he said in the letter. They do not have the time and resources. If that situation changes, then they can look at adding them, but for now it cannot be done.

It's not my responsibility to provide a link because someone is too lazy to google it or look in this thread. This isn't a "burden of proof" situation, because I don't need to prove anything. It's a fact that someone can easily look up on their own.

Yes, the letter reivaxe is quoting from is precisely why the "probably the last races" statement is irrelevant in this context, because it is superseded by their comments that if they can justify the resource expenditure for it, they may add it. That is a different situation to adding races beyond the missing genders, where their status is entirely uncertain and not necessarily dependent on resource constraints. The letter qualifying their position came AFTER that statement was made during the FF, "functional equivalent" or otherwise.

So it is both disingenuous and pedantic to try invoke that statement as if it had any implications for the missing genders... when they have since given a far more qualified statement on the topic.

Not sure what is hard to grasp here.

Also, it's not the first time SE has made qualified statements like that "probably the last races". It's not set in stone and so isn't even definitive with respect to that.

The awnser is extremely subjective.
To you it sounds like a no, to me it sounds like we will do our best.
There's no way to know until they give a hard response, although they'll likely hold the missing gender's reveal for the last fanfest before 6.0 to get the crowd go completely crazy
