Have you tried using a free VPN to see if the issue is resolved that way?For the last week or so my Sending and Receiving Ping has been ranging from the mid 300's, with the Receiving jumping up to around 6000 during peak hours making the game unplayable. As a point of reference, I'm generally only sitting at 2/32.
Steps I've taken to resolve this:
1) Stopped all extraneous programs from running in the background, performing a Clean Boot.
2) Changed Internet Explorer settings as indicated in a previous post.
3) Verified FFXIV and all related programs were white-listed in my system's firewall.
4) Reset my modem/router.
5) scoured this Forum for any indication of a "fix", or an admission of server issues and have found nothing.
My ping is still high enough to cause audio lag, graphic lag, and I can only imagine this problem will continue into peak hours where I will be forced to not play the game.
In the last remaining week before Shadowbringers drops, I have a to-do list that I am unable to complete. Please, for the love of all that is /ac "Holy" help me fix this problem.
If it begins to work, you can narrow it down.
