New worlds?

I started playing the game about 15 ago, I didn't experience a new expansion in this game as of yet.
I'm wondering, the recent influx of players, is that something that always happens before an expansion, and will they disappear again a few weeks into it? So that things return to normal?
Or will we get more servers so that things are less congested?

How was the problem addressed in prior expansions, or did the problem not exist then?

Player interest will congest the servers, player apathy will cause the population to dwindle. Probably after 3-4 weeks, the congestion should go down as the power-players have already maxed everything and got bored.
