Digital Collectors Upgrade

I was thinking of buying the Complete Collectors Upgrade, to get a Fantasia for each of my characters, plus all of the mounts and stuff, but then I realised that I’ve only preordered the Standard edition of ShB, when I thought I’d preordered the Digital Collectors.

Any idea if the ShB collectors upgrade be available right away, and included in the Complete collectors upgrade? (albeit at a higher price, I expect)
Or should I bite the bullet and get the complete (ARR, HW and SB) upgrade now, and then if I decide I want that shiny Revolver later I can get that seperately?
Will the price of the Complete be increased by a significant amount when ShB gets included do you think?

The Collectors Edition (not the upgrade but when you buy the game/expansion itself) states that all the in-game items are for each character.
I can't imagine the Fantasia is the odd one out...

EDIT: And when purchasing the upgrade, instead of asking you to select a character, it merely asks you to "confirm this is the service account you intend to purchase for."
Then lists all of your licenses and characters on that account.

You do get the items for each character you have now and create in the future - on that service account.
