In the Famitsu interview with Yoshi he stated that Titania has a 25% clear rate at E3. This is due to the dps check, and everyone is at ilvl399.
I see this could be a problem going into ShB as some people arent even at 380 in game even if the game throws gear at your face.

I dont understand why we're scrutinizing gameplay at lvl73, especially when the demo build had to be buffed on day 2 due to low clear numbers.

Because a pattern is emerging that is completely counter to what SE is stating as the intended goal. SE says they want healing to be more of a focus.
In the two data points we have so far, the lvl 73 dungeon and the trial after it healing is not the focus of healers. It is appearing that our DPS tools were taken away for literally no reason except to make the content harder and take longer.

Because lv 73 is above the majority of content in ffxiv and these healer changes effect all content so if its looks like healers get plenty of downtime for 2,1,1,1,1,1,1,1,1 etc then that bodes ill for above lv73 and horrible for below it where the majority of content is.

Some are completely new to the game and have no idea what they are doing.
Others have previous MMO experience.
And some with FFXIV experience.

Ask any people that do PAX trial challenges the random factor plays a huge role in this.
When I went to do Seiryu at Pax East this year I can say that trial is fairly easy and that anyone clearing Shinryu can clear it with no issues. However waiting in lines for almost 2 hours to play you can see many people wiping mainly due to everyone trying the challenge to get the shirt, experience or not. So much so that people were posting on Reddit and asking in lines for people that knew how to play to assure they got a clear. I cleared five times did callouts for two of them and barely had any issues as the people I was playing with were competent at worst, cleared savage/ultimate at best.
I don't think E3 is the best place to judge, and would personally say the Media Tour is a better judge of this. I will admit that it seems like the main concern is healer DPS damage matching Stormblood's without less of the toolkit, which is something they're going to look at for general appeal. But I wouldn't mark a 73 trial as the end all be all for the job. Remember that certain jobs don't make complete sense until you hit the current lvl cap (Looking at you SB MCH).
You know would also help with that DPS check? Holding DPS accountable. There’s a novel idea.
But, we don’t do that in this game. Nope, anything outside of savage/extreme/ultimate DPS can just get by with Healer and Tank damage supplementing their own damage… instead of Tank and Healer damage be additional damage.
Healers being able to do more damage isn’t going to help with two of your DPS barely beating the Tanks in damage while the other two are struggling to beat the healers in damage.
We need a way to be able to see overtly when DPS are failing. Pretty easy to see when a Tank and Healer fails overtly. Let’s not talk about that though…
Look, I get it. Not being able to beat content because of the smaller DPS rotation, and completely relying on strangers to do that DPS for you doesn’t feel good. You don’t know these people, you pray they can do it, but one of them is on the ground right now and another one is having controller problems. So yeah, I can understand you want to buff healer damage.
If SE doesn’t want to buff Healer damage, or provide a DPS rotation, then SE needs to allow us to hold DPS accountable on damage. If these fights are tuned without healer damage in mind, but Healers are having to DPS to even beat a story mode trial fight, it isn’t the lack of damage from the Healers being the problem.
Then again, my view is that, within group content, Healer damage is supposed to be additional damage after DPS damage hits a “soft cap.” I get annoyed when I see a DPS being below me in damage as a Tank. That means that any damage the healer throws out becomes supplemental damage for that slacking DPS.
