My guess is they're trying to be impartial. Viera are not much different than Miqo or Au Ra in that regard, so fixing their heads to use other hairstyles could be as easy as snapping their fingers, but because they're somewhat linked to Hrothgar doing so would seem blatantly biased.

Which is hilarious in every way. If they couldn't handle creating a beastial race then you know, don't create them. Or just create Hrothgar and leave it at that, say that it was a hard decision or whatever.
FFXIV is going to very easily get the limited meme attached to them.
