2100/3000 for my free fat bird, don't u dare try and take that away from me good sir.

My achievement history.
Something seems way off about the OP's experience. I started playing in Feb 2015 and main'd DRG through ARR content and most of HW. Post HW MSQ I switched my main to BLM. Then at the beginning of SB I switched mains again to PLD through SB MSQ. Post SB MSQ I mostly played WAR and DRK.
So yah, I got most of my Comms after switching to Tank, but it would seem I managed to get x5 as many Comms as OP in half the amount of time when I was playing DRG/BLM as my main...

The Vonfiebryd Guide to Commendations:
1) Be a Hero. Que up some old ARR/HW content and be ready to get some ppl who don't know how to do it, thru it. Best if you are healer but if you call out mechs or are otherwise just awesome you'll get the comms (I've literally gotten 6 of 8 comms doing the Crystal Raids--multiple times from being healer hero/SMN hero).
2) Be Funny. Joking around in face-roll content, chat-wise will often get you comms--especially if you really connect with the group. Have fun with this.
3) Be Vocal (but not Salty). A simple greeting goes a long way. If typing is not your thing, make a friendly macro. Also if you know you're going to give a comm for a specific reason, don't be afraid to call it out. I comm for clever screen names and I like tell the person when I do. Many times they'll comm you back.
4) Be That Guy. One memorable time I put up a troll post in PF (Will do Miqote stuff for Gil) as a joke but when I qued for MSQ, the group had seen it and thought it was hillarious. It was a premade so I got 7 of 8 comms. Hasn't happened since but hey... Put yourself out there.
5) Always give Comms. Whether you believe in karma or not, you can't lose.
You can do it. I'm BLM main who started in HW and I have 2000+ comms. Hope this helps.
Its actually not a bad idea.
Even i have over 400 comms and i would not say i am capable of mentoring others. They should raise it to at least 1k so seeing a person behind the crown at least you will know he played the game for longer.

I can't believe people still fall for trolling as obvious as this.

people usually tend to give commendations to tanks and healers or dps->dps or completely random. however I've seen a lot of ppl wishing to get commendations or complain about not getting any. you guys really shouldn't take this system so serious and ofc not feel obliged to give any to anyone.
if you need them for any of the rewards tied to them i recommend using the heal/tank job more frequently.
I don't do any of that, and I've got 3761 commendations after 4.5 years of playing.
The absolute easiest way to get commendations...play your class competently. Don't be dead weight in an instance, don't try and pull for the tank, don't be an ass to the other players(this being the most important one next to competency)
Oh, and don't run with pre-made groups. I solo queue for 99% of the stuff, and get commendations almost every single run of whatever it is.
If a healer dies and wipes the group I will 100% com them because they need the encouragement the most.
