Services Accounts, Pricing and Purchasing. A “Services Account” is an account you must open in order to utilize any particular Service; while most services will be tied to your Square Enix Members Account, certain Services may potentially use independent accounts. You may add Virtual Credits to a Services Account by using the payment methods specified for the particular platform you are using to access the Services. You must be authorized to use the payment method chosen and, in the case of minors using a credit or debit card of a parent or guardian, your parent or guardian must expressly agree to allow the use of such payment method. The current prices for Virtual Credits will be available for viewing in the Services. Chargeback fraud, also known as friendly fraud, occurs when a consumer makes an online shopping purchase with their own credit card, and then requests a chargeback from the issuing bank after receiving the purchased goods or services.

If it just outright denies the purchase it won't cause any issues. The ban is primarily for chargebacks, aka friendly frauds.
