The TRUE Eureka is actually [SPOILERS]
a Primal (Or rather, an Eikon because it existed back when the Allagans were around). The whole thing about the Island is that it was secretly set up specifically to drain the Aether from Eureka so that it would eventually die because fighting it was a no-go due to the fact that it's literally a Primal that exists purely to manufacture weapons of extreme power (That are, themselves, Primals, such as Odin's blade, Zantetsuken)
Then, due to misinformation, rumours where that there was a pile of weapons buried underneath the Crystal Tower. When in fact, the situation was that Eureka, a Primal capable of manufacturing weapons of great power, was buried under the Isle of Val with Aetherytes being set up in order to maintain a barrier to not only contain the Primal, but to drain it of its Aether.
Which is literally the entire point of the Baldesion Arsenal - Since Ejika ends up becoming tempered by Eureka (Partially because of his own issue with people like Krile having the Echo that aids them in their field, while he has needed to work hard for everything he has) and we have to go and save him (As well as ensure that Eureka cannot temper anyone else so as to undo the barrier that is killing it)
