Ehhh I don't agree with you at all. If they are to add them, it's much more likely to expect them at 6.0,considering it's much easier to make them then due to the gear. Also we might never see an npc and get he genders directly added, or perhaps we will see one in shadowbringers (maybe 5.4 a le fran o yugiri of a male Viera or female hrotgar) and Im quite positive we are most likely going to see them at 6.0,just like how we saw male miqote and female roegadyn on 2.0 even though many ppl weren't sure they'd be able to make them

I highly doubt we'll see them at 6.0. They already said not to expect anything at the moment and that no promises were made that they'd ever add them. If anything, 7.0 at the earliest is the most reasonable expectation.
