Or they could...play the game from lvl 1? Also as others said New Game+ is coming in ShB, so that will sort that particular issue out.

I know quite a few new players who loved that there was a huge amount of story for them to get through. They had a blast going through the content from 1 - 70. The issue isn't that there is too much content. The issue is players being too impatient.

Sure some quests need to be streamlined but to imply that boost are necessary is just condoning impatience.
