Square Enix has more money than Blizard. And 2001 code is much more ancient and harder to work with then what? 2011? When the original 1.0 released? And they already rebooted the code a bit for 2.0.yeah... and you know how long that took them? 10 years. yes, the original engine is from 2001 and the transmog system was implemented in december 2011. That's actually almost 11 years.
How dare SE not figure their stuff out in a shorter timeframe than the all mighty gods at Blizz.
Look. I too want more inventory space and glam plates but you have to admit no one knows how bad is the coding. The thing that annoys me is how people act like they know better than the devs who work with said code because they have X Y Z experience with stuff that may or may not be similar. Because clearly everything works the same way. Just... stop. Things are not black and white.
Things suck right now but we need to keep asking so they realize how important this is to the community. It would help if some people would drop the condescending attitude.
Let's get one thing straight, I'm not

To be fair, Blizzard used WC3 as a base and had 3 years just to make WoW's engine. From what Yoshida has said, ARR had to be built from the ground up in something like 2 years.
Anyway, I suspect the actual reason is that the XIV team is under strict regulation regarding quarterly returns(considering Square leans on its income a lot to fund other projects), and time spent working on coding updates to inventory in general is time that eats into the content cycle they've worked out.
