Limit Break Action as "Duty Action 3" for reduced hotbar usage

I'm confused. You can already add the Limit Break to your hotbar as its own button. There currently is NO duty action 3 button. So... what are you asking for?

I understand what you're asking, but the issue with this is, Limit Breaks are available everywhere. While Duty Actions are specific to the instance and only available to those that make use of it.
You're essentially asking for a 1x1 Hotbar 11, not Duty Action III.

You can do that now though. You can assign the Limit Break action to a hotbar button and push it at your leisure. It is functionally identical to clicking the limit break bar, except more keybindy and less clicky.

I don't play with a controller so maybe there are control limitations I'm not aware of that are preventing you from doing this?
