Below is the only thing in ToS for selling.

2.2 Real Money Trading, Farming and Power-Leveling. You may not sell, purchase or exchange for real-world money or value any in-game currency, accounts, characters, in-game services, or in-game virtual items. You may not play the Game for the purpose of acquiring virtual items or advancement in game play on behalf of a third-party or for the purpose of selling any virtual assets to a third party for real-world money, specifically including "gold-farming" and power-leveling services.
Selling houses are against the ToS - they fall under fraud, according to a GM, because you cannot guarantee the sale of a house. Basically, only their system can guarantee that amount of gil paid results in a house obtained. While you can technically transfer a free company to someone by passing the lead, there is no system in place to make the current leader pass leadership after the gil has been paid (or vice versa). It also technically falls under disruption. However, as far as I understand, transfer of an FC with a house attached still needs intentions stated in tells or other in-game proof that money was deposited for the intention of buying the FC, not simply putting gil in their chest to help out or because you, apparently, wanted to.

From my interactions with a GM when I reported one of our local resellers awhile back:

Just to note, they were reported as they were transferring the plot over and they're still selling fcs with plots, so based off the inaction against individuals that have been reported I would say it's fairly clear what SE's stance is.

As I recall, SE banned plot reselling.

You take your hit when you want to move plots and the random timer on recently demolished plots was added to stop people for doing it so easily.

If someone is selling a house, even if it's for 100k, it's still for a profit. So I'm not sure where they draw the line.

While I cannot give a specific date on when personal housing will be implemented, I can say that prices will be completely separate from free company housing, and, naturally, far more affordable.

For a profit over the original value of the house.

House Costs 3mil, you sell it for 4mil. That would be a profit.

Sell it for more than the house is worth and you'll probably have a GM knocking on your door.

Or slapping you across the face.

With SE's changes to housing to prevent people selling them...
It should be fairly obvious they don't want people selling houses.

Reporting them would be the correct course of action.

In fairness, they're not necessarily specifically selling their house. They're just selling the FC. Because yes (at least, personally), transferring servers requires you be divested of any FC. To my mind, honestly, it's doing some small part of the community a favor. Rather than just disbanding the FC and letting all those credits and rankings and everything else go to waste, it's just recycling, saving some group the work of building up those assets.

Sometimes, there just happens to also be a house included in that. And, since this is FCs we're talking, quite likely workshops and airships and submarines and such as well. Again, a lot of investment that it's just sorta a shame to consider deleting outright.

So, yeah. As long as it's for gil, and parties involved know the risks, is it really worth bothering over? I mean, sure, I guess I deprived someone the opportunity to sit in front of the empty placard of a deleted house trying to buy (or transfer). But I still think the final outcome is more positive. Just seemed like a waste to delete everything accumulated in the FC.

Also pretty sure I let mine go for way cheaper than I could've asked for. But I don't really use gil for much anyway.
