Originally they were Rewards for either attending the FanFest (2016ish?) or purchasing the digital streams afterwards. Players would receive those tokens to trade in for whatever gendered gear they wanted.

With Patch 4.57, they have added set bonuses for exp to both Tidus' and Yuna's outfits. This is a highly unusual move unless they are going to add them to the Mogstation for everyone to be able to get.... sometime soon.

I believe they've straight up said (and basically confirmed with the moogle set) that we're eventually getting it on Mogstation. And the patch notes from 4.57 added the standard Mogstation EXP bonus to the set. I have a feeling it's coming soon. Maybe it's being saved for an announcement at the liveletter in May.

I know it sounds silly but it could honestly be because of a rights issue and the approval process. SE owns the property but like how Nintendo is with Earthbound they do need to get approval from the original creators and have it go through the proper channels to put it into certain things.

Or simply that they actually forgot to get them up. Yoshi-p has been quoted being shocked that they didn't put something into the game already.
I remember him being shocked by peaches not being in the game, some of the orchestrion rolls like for for Azys Llha not being in as well. Wouldn't be shocked if they hit the ground running now on getting the collab for the Mogstation seeing as X/X-2 HD just got released for the Xbox One and Switch.
