    I had a friend mention this yesterday and was thinking maybe he just did something wrong, but I guess not.

    Seems like a major oversight on SEs part to deny using SB and HW just because you pre ordered shadowbringers for X Y Z platform.
    Specifically they got it from Steam and can't use those expansions on PC, all because shadowbringers didn't release.
    Really REALLY stupid. Should still be fixed for others regardless.
