I have no idea why anyone would have anticipated this (you're not the only one) from that "quote." If it is even actually a quote, I'd have to go back and look at it in its full context at this point considering how many ppl I see talking about the MT/OT split as if it were set in stone.

When I initially saw others mentioning that Viera were going to be "more customizable" I never once thought they were going to have more face/other options, but perhaps additional sliders. Particularly because of the legacy "spaghetti code" they're always citing as the reason why certain things can't be added.

Existing races already have different sliders for some things, the Muscle slider for example, isn't available to all races, and Tail sliders. Au Ra also have the unique eye "iris ring" options. So I always though perhaps Viera would get some additional sliders... Ear Length and well... they don't have tails so maybe we'll finally see that other slider that's always been popular to ask for.

Another thing that I've always thought was a valid complaint by Au Ra is that horns are determined by Face selection rather than a separate selection. So... if they actually made ear folds a separate selection that would also increase Viera customization more than other races immediately. Which could be similar to Hrothgar if the horn (and other head ornaments) are a separate selection.

Yoshi and translator said it live stream during EU and JP Fanfest, and iirc it was mentioned in one of those main interviews going around. Same for Hrothgar.

Now that's just a random screenshot that proof nothing, there could be plenty of other options we don't see or that are not present in the state of development of that picture.
It was just funny for me that the sneak peek doesn't express that as all: 5 options like the other races and 3/5 options are eyelashes parts.

That’s nothing new though - many of the original races already have hairstyles with minor variations. It’s not a toggle option, just the exact same hairstyles repeated with minor variations: bangs arranged differently, or four choices of ribbon colour.

Fanfests are at least 48h of informations going around, if nobody has a direct quote there's reason.
I don't think there's a transcript honestly but there's the video and it was probably said in the 30 minutes after the races presentations.
