I would say the closest to actual manipulation (or at least cruel teasing) was the reveal of Viera themselves - specifically, starting out with the joke "Viangaa" race that, however unseriously, shows the males and females of a race. I feel like at this point they should have been aware of the anticipation for what male Viera would be like, and when they showed that slide I was certain it was a fleeting joke to mess with those high anticipations, and the next slide would be the real reveal of the race. Which of course it was, but only the females, and they seemed to deliberately avoid mentioning male Viera again.
And in interviews from that same time, when specifically asked if male Viera were coming, they just said "wait for Tokyo Fanfest!" - which meant a lot of people were holding out hope for a lot longer than they should have, and all their rage at the final confirmation of "no male Viera" happened right at the point where SE really wanted people to be excited about this other new race they were showing off.
It could have been handled so much more tactfully. Simply admitting at Paris Fanfest that there would be no playable male Viera, and "please look forward to Tokyo where we will reveal a second new race", would have defused so much of the anger - or at least let the fandom get over the brunt of it long before Tokyo, and be ready to appreciate the new race rather than reacting to what it wasn't.
