That, and well... Who doesn't have Doom/Tail Screw these days to cheese through HW overworld mobs? If anything, these can make it easier because unlike with Needles you won't hit a point where you have to land 2-3 Needles to kill enemies, it's just an insta-kill spell (Plus 1 damage. So that you get credit for Doom and finish off the target with Tail Screw)

Yeah, people called it this because when it was being teased, that's what it was touted as. "Designed for Solo play. Not suitable for Parties"

In reality, you can't even finish your job quests without a party to get you Glower (Maybe you can farm Alexandrite maps and hope for a Cyclops and then hope that those Cyclops use Glower)

With many other key spells (Including ones that are needed to make your rotation DPS not trash) being locked behind level 50 duties...

I feel that pretty much everything about this implementation of BLU is a disappointment.

    * Learning abilities was fun, until I came across low learn chance ones inside duties (Some of which were required...)

    * Masked Carnivale was fun, until it became apparent that it wasn't particularly well designed nor something that necessarily had to be unique to BLU and not have just been a solo arena system for all jobs (Akin to the Coliseum in Kingdom Hearts and the battle arena in XIII-2)

    * "Overpowered" spells were fun, until I found that literally anything I would actually want to use them on, are blanket immune to them.

    * Combo spells were fun, until I realized that the ones that aren't immuned by bosses (Or Diminishing Returns on CC effects) are no better than just spamming Glower (Or whatever other 130 potency magic skill you wish to use as a filler)

    * Picking spells from a list was fun, until I noticed that 90% of the skills are completely worthless - Even for having fun. (With maybe a handful of "Useful" ones that are seemingly just there to tick off the box in Masked Carnivale despite how clunky or awfully designed they are, such as Loom)

But really, the biggest disappointment of all is how limited the job is. With no obvious reasoning, due to the fact that it plays just like any other job. The fact that I can't even use the damn thing 99% of the time is so annoying. Like, leveling it up was pretty trash and then 40-50 it started to pick up a little as I got skills for an actual rotation and gear that made damage not abysmal... Then level cap at 50 and nothing left to do other than Carnivale and maybe putting some teams together through PF to meme through some content with 4-8 BLU's spamming Glower/White Wind...

The most efficient way to level is fighting things that are a higher level than you, so Dooming and Tail Screwing will not only be slow cos rng but also slow because you'll be getting less exp because you're fighting stuff of the same level, or lower. It will likely be the fastest way of leveling though, how engaging, put something to sleep then spam tail screw till it hits-> repeat, just as interesting as needle mage.

Doom/Tail Screw/Missile flat out don't work on things higher level than you, it says so in the tooltips.

To be honest, the other thing that might happen is mass pulling enemies, putting them to sleep and then Bristle/Moon Flute/Self Destruct combo (I dunno if you can get experience this way or not...) though this also is not particularly great against higher level stuff because if you miss you're literally dead...

Unless they release a new skill to exploit while leveling.

Though, the fastest way to level is still to get a high level friend to kill enemies after you tag them while not being in a party. Which is how people leveled 1-50 in like 1 hour.

Either way, it won't be particularly interesting. But at least it'll be fast, so you can get to max level super quick and then shelf the class because you run out of things to do in 5 minutes.

Solo play was defined as overworld and masked carnivale, never extreme primals or dungeons.

It was also not defined as having a significant portion of its skills locked behind Extreme Primals and Dungeons.

Nor was it mentioned that Masked Carnivale would be mediocre "End-game" content for them thus promoting any further play on the job being in level 50 duties.

So, while it's tag of "Solo play" was not defined to include Primals and Dungeons (Also, it was never actually defined that their solo play was Overworld and Masked Carnivale only, they merely mentioned that Masked Carnivale would be solo content. While saying vague statements like the sentence I have in the quote of yours where a slide literally said "Designed for solo play. Not suitable for parties")

It was kind of implied with the way that it wasn't capable of using DF and that it was being excluded for being "Too overpowered"

Much like you're getting the implication that all their talks about the job being "Designed for solo play" merely included Overworld and Masked Carnivale.
