should be fine then, prob just need a gpu upgrade.

I'm on a 4770k and a 980ti, and both are starting to show their age, was planning on upgrading this year.

Unless they drastically upgrade the graphical requirements, the cheaper GPUs like the 1060 should easily be able to handle it.

I get a smooth 60 FPS with virtually everything maxed out and only drop frames in high traffic areas (Which is more of a CPU thing).

1070ti seems fine at ~60fps with 3840x2160 resolution, with some options turned off.

You may want to list what video card you are using now and what ones are available for you to buy.

An AMD RX 560 is ample, or an nVidia 1060 or better also.

The game won't have any huge increase in graphic demand over what the current Stormblood benchmark shows.

Which one of those would be good for playing Shadowbringers or would be recommended to get.
The GTX 970 you already have will likely be good enough for Shadowbringers.
If you still want to upgrade your graphics card, any of the Nvidia Geforce RTX series should be a nice upgrade for you. Which chipset/card you want (RTX 2060, 2070, 2080, 2080Ti) all depends on how much money you have to waste spend.

You need at least a GTX 1080 to play at 1080p.
I'd go with the RTX 2080 though just for futureproofing, they'll probably update FFXIV with ray-tracing during the expansion.
