What? No it wouldn't. It's literally just as illegal to draw it as it is to photoshop it. No game company is going to issue a cease and desist for a $10 photoshop edit unless this person was making potentially thousands of dollars a month from it.....I'm not sure if they should be asking for money for altering screenshots of the game. That person could get into some really serious legal and copyright infringement trouble by SE if they wanted to pursue it. The screenshots are CLEARLY copyrighted by SE down on the bottom and this person is getting paid money for the graphics and assets they didn't even make in the first place.
If they were to draw the entire scene from scratch by hand, that would be a different matter, but this...this is kind of illegal, lol. It's also setting a bad and dangerous precedent that it's okay to steal a screenshot from someone or something, alter it with Photoshop, claim it as your own work, and somehow demand that people pay you for it.
