That was in description of male Hrothgar during fan fest. There will be 3 primary "styles" to the heads of Hrogthgar: Lion, Tiger and Wolf.On one hand, this concerns me that if we are to see a female Hrothgar, they'll be human woman with animal bits (typical MMO fashion). On the other hand... maybe they have a different {animal}like appearance? Maybe Wolflike (I vaguely recall something being said about wolflike faces)?
As mentioned by someone else, the Japanese explanation doesn't have "at least for the males". That was an English word flourish seemingly added to accentuate the fact that females don't have an appearance at all.... since they aren't seen outside their lands.
The fact that these are the last races due to the difficulty of making sure gear fits somewhat, the theoretical female Hrothgar and male Viera would undoubtedly be largely based on existing races to minimize work in that regard.

FemHroths are rare because of staggeringly low population?! Devs?! What in the Void are you thinking?! Do you not understand how bad that is?!
Why do you think there are very few examples of males outnumbering females in nature?! Do you not understand the connotations of this?!
Do you not understand that Pregnancy is the most traumatic experience that female mammals can endure?! And that making FemHroths so rare means that they'd have to constantly be pregnant in order to keep the numbers of the species up?!
And that system wouldn't work because of the health complications of pregnancy! Even in this modern age we are SEEING AN INCREASE OF DEATHS DUE TO PREGNANCY COMPLICATIONS!!!
Why would any FemHroth want to perpetuate this cycle?! Why would they want to be constantly suffering for the sake of perpetuating a doomed species?! Not to mention because they must be constantly pregnant, this would create a society that would force them to be so, which would mean that there would be HIGH AMMOUNTS OF RAPE!!!
If I were a FemHroth I would get the hell out of that society, screw the race, screw babies, abd frankly, because of the risk of being dragged back there, kill every male Hroth I run into.
This us WAY MORE MESSED UP THAN MALE VIERA LORE!!

That would make more sense if Miqo'te did too. And still, if they're rare enough to not be seen by other races, they'd still have to be pregnant for hefty portions of their adult life to keep the race going.

Oh wow that is... some very disappointing lore there. To say the least.
I definitely agree that making the female of a species "staggeringly rare" has some... shall we say, "unfortunate implications" for their role in society, especially as pertains to procreation.
(I'm still very much undecided about Shadowbringers. This did nothing to help.)
It depends a lot how it will be representated in story though. MSQ and side quests had a lot very harsh things in it and none of them were shown as something good, it was always something what will be punished or cause disgust from other characters.
Also, I wonder now how long Hrothgars live. Maybe they live so long that low birth rate for females is not even really a problem? :think:
That sort of thing can often be a trap. Why condemn bad behavior when you can show correct behavior? There's the risk of people not getting the criticism, also, isn't Fight Club a criticism but people hail it as an anthem instead?
Also, while every race and community will have rotten apples, they were always shown to be, not the exception, but certainly like you said, not how you were supposed to behave, and not something "normal society" condones.
But we're talking about an entire race here, whose males at least will be playable. And this game establishes that everything has rotten apples, and bad history, and bad blood. Even if they say that Hrothgar "aren't like that" because they have to, because they're playable, will it really be believable?
