Also if I remember correctly, I think that quote originated from when they were talking about why they were making headgear invisible - in which case the meaning was probably more like "doing this means we could include designs that wouldn't work with helmets" than "doing this meant we could incorporate more choices per character".
I don't believe there will be new character options for other races at Shadowbringer's launch, and probably not in many patches afterward. However it is unlikely that we will see anymore new races given the development time and cost into creating them. That's doesn't mean that we can't or shouldn't see new character options for the existing races. They're adding Viera because people really wanted them (they were actually considering Viera in place of Au Ra's back in Heavensward), they're adding Hrothgar because people wanted a more animalistic race. So why wouldn't they consider adding new options to the existing races, if there is enough of a demand for them?
