If you mean as a Mentor, on the Chat window at the bottom right, click the little "join Novice Network" icon. If you still can't join (you have the mentor crown?) the channel is full.

Also if you mean as mentor, you need to talk to a Smith in one of the Adventurer's Guilds in the starting cities.

The smith will not let me join there is no join option and I have the 60 whm class quest done and 2k dungeons complete and 2500+ coms?

You need a tank and dps job at 60 as well

do you have a 60 dps and 60 tank? requires 1 of each role.

Mentor Requirements
To qualify to become a mentor, players must first have earned certain achievements. There are two sets of prerequisites, one for Disciples of War and Magic, and one for Disciples of the Hand and Land. After earning the required achievements for either set, speak with one of the Smiths to become a mentor.

Achievement Requirements for Disciples of War and Magic
・Complete at least one level 60 job quest as a tank, healer, and DPS.
・Complete 1,000 dungeons, raids, or trials.
・Receive 300 player commendations.

Achievement Requirements for Disciples of the Hand and Land
・Reach level 60 with at least one Disciple of the Hand and Land.
・Synthesize 100 collectables.
・Gather or catch 300 collectables.

I assume they're going to update those requirements once Shadowbringers arrives, but it not then all you'd need is to pick up dancer and gunbreaker when they're released - instant Lv60 in both classes!

Currently you might want to pick up red mage or samurai for the same approach - a fifty-level headstart on your DPS job, if you haven't already got one. And a thirty-level headstart if you pick DRK as your tank, though personally I've found it the most difficult of the three tanks.
