But that's the point of housing exclusivity. You want it, and just noticed you're on Balmung, you move to a low pop server with Smalls in abundance. If you're not willing to move, then you really don't want it that bad. You want a hand out.

Abandon your server and friends or you want a hand out? Wow... even with the new server system there are still large issues changing server homes. Also I think house exclusivity is a horrible concept that I hope gets purged, so I dont agree with your premise that leads to wanting a handout.
Meh... Really unpopular opinion here, but I like houses being exclusive. If you're willing to put in the work, you can get a house just about anywhere eventually. I've server hopped several times, always abandoning houses when I did so, and have always managed to get something new on my new server. And yes - this includes Balmung and Mateus... It's not magic; It's diligence and patience.
I have mixed opinions on exclusive vs instanced and unlimited housing. While I can say that for myself I've had similar luck with getting a new house once server jumping, I feel that this is the opinion of someone who has not been actively looking in the last month, give or take. On the three servers I have actively played on recently, there were no houses available - of any size, in any ward, of any housing area. When one did become available, there was a rush of campers - multiple people setting themselves to /busy to stand at the sign and spam purchasing it as much as they could trying to snatch it as soon as it became available. So far, in the last two weeks, I've seen three such houses come available on Leviathan.Meh... Really unpopular opinion here, but I like houses being exclusive. This morning one was available on leviathan - may still be actually.... It was in Lavender Beds, in one of the worst spots possible. It may be the furthest from a bell and board that I've seen. When I was standing there for a short while trying my luck to purchase the house for my Free Company, there was at one point well over 15 others standing near or nearby trying as well. To me, that's a sign of there being something wrong with the system.
Of course, with the demo timers coming back coupled with the data center merges, that very well may free up some plots.
This is also how I feel about it. I have many friends on a populated server that with due diligence have managed to get houses for themselves and their FCs in not that long a period. Sure they started on a random plot to then find a desired one but that process wasn't any harder.Meh... Really unpopular opinion here, but I like houses being exclusive. SE designed the housing to be hard to get and extra rewarding and it's just that. If this were pre Shirogane I'd be of the mind that there wasn't enough housing but now... With potential Ishgard housing around the corner and data center changes... it's absolutely fine.
Now if only demo timers could be more consistent and it would be on point.
