I really don't feel like that. It's ambiguous, but it does not necessarily mean they are on the source and us on the First. It could be the other way around. It could be all of us on the first but at different places.
I read it like The Call has sent our friends on the First, and they don't have our Echo to freely warp between shards (as Yoshi P confirmed it will be possible). So I think while we are still on the Source, things are already going on in Rak'tika on the First, where Y'shtola and Urianger are, and they seem confidant that we will come to them. The fact that their souls are "gone" means that they are on the First for me, not somewhere else on the Source.
After all, it's already burnt on the screenshots we have.
The comment about it being home to the Vieras is kinda vague. Could be the home of the Viis on the First...

I feel like Rak'Tika is on the source too, it doesn't really display any signs of being over taken by light, it just seems to be a normal zone. Plus, I think people are too busy trying to survive instead of bombing a town in Novrandt.

In the games's internal code, we can already see the technical names of the new zones. And all of them are from the same region. So yeah, the Rak'tika Greatwood is probably the 1st Shard's analogue of the Shroud.
I'm convinced it's rak'tika. He has cat boi facial structure.
So why are Uriangier and Y'shtoya there?
It might 'look' like they're all in the same 'region' simply because they're all added at the same time.
Unless it literally says "Norvrandt" in the code next to Rak'tika, I'm not convinced.
