Requirements or not, it is being released as part of the Shadowbringers expansion (of which we are currently in the prologue of). It's like how custom delivery is a stormblood thing, but the first was released in HW to test the content. That's all there is to it. Gunbreaker and Dancer need you to buy Shadowbringers while Blue Mage doesn't. Even the known update (after patch 5.0?) is to bring BLU to level 60, so it would barely be exploring two Stormblood zones, let alone Shadowbringers.

At best, you could say Blue Mage was released during Stormblood, so the pattern so far has been 3 jobs released during each expansion.

That could raise the possibility of a third job (possibly healer) sometime during 5.x, although that third job may or may not be limited as well.

Why can't players wait until the devs have more time to do their jobs why rush the dev team with a flood of requests if they will be busy after expansion with lots of old requests?

Why is so difficult to enjoy new content? While they adjust and balance the game.

Then they should have prioritized the development of a tank and healer job for release of 5.0 and added dancer later..... Healers have gotten nothing since HW, and dps jobs are constantly added.

Requirements or not, not everyone owns HW/SB. Many ARR only players in this game with the starter edition and BLU is ARR-enabled.
