Personally I agree with this. The owner of the map should be given automatic chance to roll Need on the loot that drops from both it and the canals while others are set to Greed Only. It'd be a simple enough coding change and it would stop issues like people going after the excessively rare items that they wouldn't even have gotten if not for nicking it from someone else's map basically. For those saying no, why are you opposed exactly to the owner of a map getting dibs? You are all working together sure, but random gil, materia, other items are still a thing. Thief's maps, the rare minions, songs etc should be first served to those who initially brought the map in the first place plus if they don't actually need it, then its up for grabs from there.

You're talking about a whole different scenario, if you give someone permission to take items from a FC chest then that person has permission to take whatever they want. This is not the same as explicit loot agreements for parties.GMs can't do anything about items. I've been told this before by GMs in game.
If someone raids the FC chest and takes everything and leaves the GMs can't do anything about it because 'they were given the chance to'.
If you share a house with someone and they take all the furniture, it's because 'they were given the chance to' and GMs won't cover any of that.
The most that happens is the person who took said things gets in trouble, but items can't be taken away/given back in any scenario that I've personally seen. And with how the rules are, people still 'have a chance' to take loot that they shouldn't have upon a pre-agreed group.

It's the same as selling runs to people in concept. They got the thief's map from MY canal map (Which the party was owner rolls need, rest roll greed). They were the only one that rolled on it, besides myself, and they out rolled me. They told me if I wanted to do the thief's map so badly, I should pay them to get to see it.
It's still the same that SE CAN NOT DO ANYTHING ABOUT ITEMS IN ALL CASES. I've reported people for stealing items from my maps before, when yes they did agree that map owner ONLY can roll need, and have been told in the past that SE can not take/give back items. Same going for FC chest/ect reports in the past too.

So they already broke an agreed upon rule, just blacklist them as that's ridiculous. It's the same as selling runs to people in concept. They got the thief's map from MY canal map (Which the party was owner rolls need, rest roll greed). They were the only one that rolled on it, besides myself, and they out rolled me. But who would ever pay to join a thiefs map?
You can't solo it, you can't trade it, when you're already in a map group you have the ideal opportunity to run it. That person was shooting themselves in the foot. They get blacklisted by a map group, have a wasted map in their bag and lose out all chance of the loot inside out of greed. I'm inclined to assume this was an isolated case of idiocy on their part.
