I feel compelled to point out that despite its Lv1 requirement the Brand New Ring is actually a valid piece of equipment up to about Lv38 thanks to giving +3 of all primary stats. For tanks there's a case to be made for a Sphene Ring at Lv29 because it gives tenacity, although I'm not sure how much 3 tenacity really matters. At Lv39 they can equip a Heliodor Ring which gives more vitality than the Brand New Ring. It's not uncommon to be a bit lazy about upgrading gear when leveling additional classes, though I think they should have upgraded the weathered stuff by now.
I checked a few random videos of Stone Vigil from youtube and the healers in them have well in excess of 1600 max health. Compared to that the WHM seems a little low. Then again a Lv43 NIN in one video has over 2000. I don't know how much gear actually affects health at this point.
More telling is that the healers in the videos heal for around 500 with their basic heal and 800 with the improved heal. On one video an AST healed for over 1000 with a single Benefic II. So if this WHM only healed for 259 with a Cure II, something is definitely wrong with their gear. No amount of out-of-date, broken or even missing gear on the tank will lower their received heals by 70%.
