Yes, but I was pointing out that in order to give WHM a hood, they could make it the headpiece.
Or they could let it take up the head slot and give it the stats of a headpiece in addition to the body piece stats.

Yeah, I see what you mean. I do like it without the hood though. The best would be to have the possibility to put it on and off as show on the concept art but this won't happen. xD
Cynicism aside, the limitation likely being referred to is the engine rendering it properly, while the engine is a cinematic engine (CT, currently) it'd take some work to have a 'hood on-hood off' sequence to work and look properly.
It's not a matter of "some simple geometry and textures making that much of a difference" -- It's a matter of execution, and if it's laziness, why do you think other MMOs haven't really done something like this before? The more detailed, complex and in-depth the MMO the less likely you are to see it done because of one simple reason: Memory.
This is why not every MMO out there has done it yet not because the developers were being lazy, but because there's legitimate reasons as to why it's not done as a standard.
