It *seems* like it should work the same, and I had the same thought to begin with, but I've realised there's a difference.
It seems the "glamour items of the same category" rule runs off the labels under the icon in the item stats window. You can glamour the Wild Rose cuirass over the tincan armour because they're both 'body' items. (The hat gets ignored because there's no item in that slot for the glamour to "stick" to.)
Wands and staffs are a different case though, because their item categories are 'one-handed conjurer's arm' and 'two-handed conjurer's arm', thus they are different item types (with different permissions for equipping shields, and animations for stowing your weapon) and aren't able to be glamoured over one another. You might as well be wanting to glamour a sword over it, as far as the program can comprehend.
