Currently, all of Eureka is scaled based on the number of people present in the zone. I would not be at all surprised if The Baldesion Arsenal worked the same way.

If it does scale based on the number of people, then it's probably all doable if you get a handful of people together. With that said, I'm not sure how we'll find out one way or the other for quite some time.

...or they'll just nerf it once it's no longer relevant.
