Over stating but fact is they could lol lvl 4 petrified lvl 5 death in the future primal moves bad breath.

Honestly they are rlly great at healing with just a couple of moves.
And they can obviously dps great...
They could have easily used blue to grant ppl more freedom by granting it all role based on what ability set it does.
So this bs excuse over role is a lie and its function in party again a lie..

You do realize that currently all of the jobs are dumbed-down/gutted to like around only 10 specifically selected skills or spells for the sake of "balance?" (Rhetorical question, I can tell you probably don't). Some abilities and spells even work way differently. This was a thing since like the start of Stormblood.
Heck, Making BLUs usable in PvP actually sounds more feasible than raising their level cap and fixing them to be used everywhere else for PvE to start. If you're worried about BLUs using Petrify or "Doom," I can almost guarantee the devs wouldn't let those spells see the light of day in PvP. If anything, they'd be stuck with a PvP set full of underwhelming, "fair" ones like Water Cannon, Flying Sardine, Blood Drain and maybe things like Song of Torment or Snort. Spells like White Wind and Mighty Guard would probably have been dropped or nerfed into a shadow of their PvE selves.
If you think BLUs would have broke PvP, I doubt you've even so much as zoned into Wolves Den and see what happens to your hotbars. If anything, the only (bad) excuse related to PvP would be: "Oh, the player might not have this spell in PvE yet so since that wouldn't make sense, we're cutting all BLUs from PvP."

Yes other jobs are dumb downed but all the blue mages abilitys would over power with easy.
But if you believe that good ill agree but that still leaves only 1 answer...

No, not really. The devs could easily change the damage/buff potencies, debuff/buff durations and effects of whatever select spells they allow BLUs to use in PvP.
The balance of jobs in PvP modes isn't perfect, but if you think the devs would carelessly drop BLU into it with the ability to spam Dragon's Voice/High Voltage/ etc. or cast Doom on every player than I doubt you really understand just how different some jobs become and how really limited jobs in PvP are.
if you honestly believe you would get an OP BLU in any PvP we have you haven't been paying attention to Yoshi-P or the other devs for that matter. if it does make it into PvP I assure you it will be like Cidel said the job will get gutted for any form of PvP we have or get I can promise you that
My favourite job in the series is Chemist. Chemist is in the game in the form of ALC, should I act the way you do about BLU because my favourite job is a crafter? At least you get to experience BLU as a BLU should be. Some people don't like DRK as a tank, some people don't like SAM as a DPS, hell we already have threads complaining that GNB isn't a DPS, but that is how this game has chosen to represent them, so lets treat the content on face value rather than "wishing it were my main".
Limited jobs are not a bad idea, however, BLUs first iteration was flawed, and I can see room for a lot of improvement in the future. Thats looking at the content at face value.

Im just gonna have to agree to disagree here. Limited jobs are not a good idea in my opinion, they provide nothing of worth and cannot play the part of the game that most people play. Also Chemist and Alchemist are not the same thing, chemist was actually considered to be added in HW but it became MCH instead, so it could still be on the cards, don't give up hope. Also no this is not how BLU should be, I've done other posts about this but BLU has the most flexible identity throughout the ff games, plus im playing ffxiv to play ffxiv, so I would want xiv's version of BLU, much like how I play xiv's version of DRK and love it too.My favourite job in the series is Chemist. Savage Completion Rate ~5%+ of active players. Community: "Ugh stop catering to savage"
Ultimate Completion Rate ~1% of active players. Community: "Ugh stop catering to the hardcore raiders"
Frontline/ Rival Wings/ Hidden Gorge Mount Aquisition ~0.05-1% of active players. Community: "Ugh PVP is so dead in this game, they should stop investing in it"

I can think of exactly one reason for Limited jobs to "exist", but its such that it is by necessity something the job would be supposed to eventually grow out of. And that is, as a sort of "Early Access" version of the Job. Get it into the hands of players quickly so they can see what works, what doesn't and see what they'll need to change before they allow it to raid and potentially have something broken on their hands.
… But by the same token, they need to be able to accept the outcome if it turns out the class is perfectly balanced with the rest of the classes in raiding and other content. And more to the point, they need to be working towards making the class more viable to be used in such content.
Limited jobs as pitched by its implementation though, are basically just segregation of one set of players from another set. A segregation that failed very quickly when everyone just grouped up to power level them in dungeons like any other class anyways. If anything, the current implementation of Limited Jobs has just lead to more system exploits just trying to get the most out of the class than if they had made it a normal class; or even than if they had kept the gimmick of having to obtain spells in a different way, but otherwise still let them go in duty finder.
Them treating the concept of limited jobs they way they have has only undermined what little utility the concept might have had.
I'd love for Chemist to be a "healing gun" type, so I can have the whole trinity of roles all with a gun theme.
… And then make a guild, or at least a one time raid party, made entirely of those classes just to say I fought a raid boss with nothing but guns.
Between Gunbreaker, Machinist, and Chemist, that would be a LOT of gunfire.
