    Eh honestly isgard has more personality than uldah... they are not rlly poor just had to spend more on army's than most things honestly when i got there i was in aw it was a perfect design to how a kingdom should be when they fight dragons... uldah lets face it the biggest threat to the people of uldah is the people of uldah for whats around it to be honest the other city states have to deal with more than uldah does.

    Uldah has immigration problem, political issues, based on Osman empire, i find it with a strong identity, and Nanamo is the best ruler compare to other. we can not be agreed, but if we see just fact, Uldah tried to have his own personnality, not just copying Osman empire, where Ishgard is really really look like middle age in france, even name, or religious institution. I see no effort to give them an identity. From what i see of Uldah, they took the design of old constantinople, and middle east sultana, but you dont see any derviche, or zelot, it is more based on trade and science, as arabian world was able to do, also with question of slavery and refugees. and as city starting i found most of the tales around good and usefull for the rest of the narrative.
