Of those listed /bite and /evil laugh could be reasonably added for the smoking/drunk ones the game would need to update its rating to allow them which can only be done for expansion's launch it is one thing to show drinking and smoking it's another to allow the possibility for player controlled characters to binge smoke/drink and require separate ratings i'm afraid.

I dunno, the ESRB is weird about adding more references to that sort of thing and may want to 'reevaluate" the rating. Basically nothing would likely change, but they'd waste a lot of time.

Also never doubt the Australian gov't to censor the ever loving crap out of it.

Heh. Joe Camel says hi. It's one thing to have npcs smoking, it's another to have kids playing characters doing the same. I doubt SE really wants to open that can of worms.

First off it's hard to take you seriously when you pepper your speech with lols. Second, there is a fine line between drug use being referenced and actually being used by the player, which does have an impact on a game's rating.
