I've always been a massive slacker when it comes to using infusions. I carry them and should at least give them a go to see how big an impact that makes.

You're probably on the right track with the burst windows though. I think the biggest thing holding me back is how I'm (failing at) aligning cleric with extended shroud as well as trying to capitalise on raid buffs at the same time.
