    Yes unfortunately it's that large of a window and can happen at any point during that period, unlike demolition which at least is only on the hour.     If you already have a properly you can bypass this timer by relocating, but from what you've written unfortunately that sounds like that's not the case.
    Okay so I double checked and I have screenshot showing a devaluation timer to be over 6 hours and therefore there is a discrepancy with the official play guide.

    I am aware that the Devaluation timer and the RNG availability timer are not the same.

    The significance of knowing the true devaluation timer start point is important for knowing when the property first became available. Knowing this, I can better allocate my clicking time as I can tell myself I won't click on properties that have recently become available because statistically I'll have a higher success rate clicking on signs that have been active for a longer period of time because of the ~22 hour RNG window.

    EDIT: I've also seen a few youtube videos showing timers over 14 hours as well as my own experience.
