The solution to this problem is to only have HD textures for the environments and maybe for characters ONLY during cutscenes. Environments are static, and therefore predictable.I'd love to see this game have higer quality textures but as an MMO, I wonder how SE's gonna do it when in instances like Eureka there are graphical issues with NMs disappearing mid-battle, animation glitches etc.? what I'm pointing at is despite having a good PC build for most new AAA games, FFXIV might still not run as smoothly/prettily on it due to other factors. I don't mind a possible separate content/DLC for such textures (optional of course) but let's not encourage SE to make us pay for it.
Or you know, do what LoTRO does. Have an opt in program. You have to literally opt-in at install to use the HD textures and far as I'm aware no one has had a single issue with it. It allows those who can run with the better textures to do so, and those who can't to keep the low res ones.

Let's be honest. If they did that, rather than an optional patch, they'd probably sell it as a remastered edition of the entire game that you'd have to buy again. Likely for more than you already paid for it.
I look forward to seeing this topic get bumped in 2021.
I've seen this attempted (the HD in scenes, specifically) - SWTOR tried it.
It was not well received.
PS4 limitations.
Texture packs are one of the few things they can add for one version that don't need ot be added to another, especially if they pull the 'opt in' option like I mentioned LoTRO does. Since they aren't the base textures and can only be used if the option is toggled, it won't affect PS4 which will just use the base non-upscaled textures.
