Remove limitation on Blu

Just like if BLU wasn't locked to level 50 then The Ram's Voice and The Dragon's Voice are easily attained from the Chimera regular mobs in Azys Lla... (In addition to Carnivale stage 25, which is where I learned them)

Mob level has nothing to do with learning skills. You can learn any spell at level 1. You wouldn't have learned Tail Screw from the 61 mobs if that was the case - since a 70 class could carry you.

Chimeras in Azys Lla do not cast the spell, otherwise people would have gone there. You can also learn it from the Thanalan Fate GoGomera or Relic Reborn Chimera.

Now being 50 DOES lock you out of content where you can learn the spell in dungeons. IE you can't go to 51 level content to learn spells in dungeons. This also includes PoTD (Palace of the Dead) since it's technically 60 content (max level you can go. and Blue Mage is capped at 50)
