The "penalty" is just forfeit the speed of completion exp bonus. But you don't have to worry much, if your level is so much higher, a % more of negligible exp is still negligible exp.

I'd suggest you to do levequests of your level or no less than 4 levels. Doing lower ones may have sense if you trying to do related challenge logs or achievements.

When you initiate a combat leve, there's an option to boost the level of the leve by up to 4 levels, and it'll recommend doing so if you're within that four level span. But +4 is the most you can add, so if you're five or more levels above, it's going to have that experience penalty. But at that point, the next tier of leves should be available, so you're better off doing those anyway. That ability to boost the level a bit just ensures that you can do on-level leves when you're in between the levels that add another tier.
