Honestly, what it looks like to me is that because of the way SE has defined BLU as a "job" that isn't classified as specifically a Tank, DPS, or Healer, it cannot therefore participate in activities that require defined roles.
IE. Roulettes, Squad missions, and Hall of the Novice.

Which to me irritates me more because it looks like SE couldn't be bothered/didn't want to code BLU in such a way that it could do those activities while still keeping them out of matchmaking.
Well, it shares gears and role actions with casters, so its role is defined as ranged magical DPS.
