That article has absolutely nothing to do with SE, considering that they're talking about "PARTS shortages". The Japanese industry has been disrupted for a while, and the supply chain needs time to restart.
A server farm goes on electricity, not parts, it's not an assembly chain.

No.
Even MMOs that have multiple server locations worldwide do so only because they have different regions served. In the case of a disaster that hit the areas of the servers, that regions would have to shut down anyway, simply because you can't just move operation of a whole region to another server farm by snapping a finger.
