It was tied to history, the "unimplemented" achievement system, since that's been around since Alpha.
the fact that people are receiving achievements in game right now for something they didn't do AFTER YESTERDAYS PATCH trumps your debate on the subject

In my most humble of opinion, I think the requirements are a bit much. The requirements for getting the Luminary rod is already much greater than getting a Lu Shang's from FFXI - not to mention you could actually buy the fish needed for that one. I agree that these achievements are exactly what they are - achievements, and that it should take work to get. But 20,000 fish? Yikes. Ah, to be a high school student again and have all the time in the world...

Community Rep > "What's in your history you will not have to reobtain, for example killing 100 monsters."
1.20 Achievement system > You get the achievement for monster killing.
Looking over Lodestone history..doesn't appear you get an achievement that would retroactively unlock in-game in this regard.

It took me a year to get my jobs to 50.
I'm not going to redo it again just for 'Achievement'
But people who just join and start doing DoL / DoH will get this achievement since they are actually leveling up. Its a bonus to encourage them leveling up.
This is a shity idea for time-sink and SE think this is will keep us busy for another year till 2.0 release. Really, SE showing -1 respect to who got their jobs ( DoH / DoL ) to 50. Actually, I feel like SE wiping my data /cry

The very fact they stated certain ones would roll over from your lodestone history is exactly why people are auto-unlocking certain ones like monster slaying.
But I'm sure they'll change this so people can get their handouts then complain to SE there's nothing to work for in this game -- Given that being able to play an MMO for free for over a year without the presence of ANY type of fee (Cashshop or other) isn't already a 'thank you for sticking around', not to mention Yoshida himself saying Quest and Story you can only experience by playing 1.0 can't be experienced by anyone else as well as special mounts in 2.0 isn't a thank you either for your dedication.
