Those Viera would be no less "adult" than Lala's. If Lala's can run Uldah, on every level, so can Viera.

Again, Lalafells are a weird area. There's only one "child" we know of and they could have been pretending for free food (Lalafells also have weird body proportions compared to every other race, especially the children of those races).
The concept art for the small Viera are very clearly children, though. Very similar in design to the Hyur kids, in fact.
