The house still has to be owned by one specific character even if every character on your account would have the same type of ownership rights. If the "owner" is leaving the server, then the house would get demo'd unless ownership was transferred to an alt first.I understand what they want. I have 5 alts on Siren and a couple off server on Gilgamesh and Balmung. All alts should have ownership as well as a main. There should be no difference with account rights to that house given all the alts are you. Transferring one to another server shouldn't make anything different.
At least that's the way it should be in my opinion and this server reshuffle should be a starting point for that availability because of issues the OP has outlined.
I would imagine the system would be modeled somewhat like FCs when SE is ready to implement it. A FC house is not "owned" by a character, it's owned by the FC. The same could be done for personal account wide ownership.
The player selects a character to be the primary character on that world (akin to the FC leader). That player is the nominal owner. If they wish to transfer that character, then they need to make a different character their primary character just as a new FC leader must be chosen. If the player only has the one character on the world, then they would need to relinquish all property on that world before transferring just as we do now.
