TBH only the roulette needs to have the not-skip part, not the actual dungeons themselves when you queue for them. If I queue up for the dungeon with 2 friends so we can underman the regular thing so I can get an alt past that thing fast, we should not still have to sit there for every cutscene.

I say report them for exploiting the game.
They're intentionally exploiting a flaw with the game in order to bypass the cutscenes contrary to what the devs intend because they made them unskippable.
Setting aside how I doubt the system supports that sort of thing right now, doing so would create the absurd, I dare say surreal situation where the roulette goers would hold back the first timers who don't care for the story.
Imagine it's an alt and you really don't wanna go through the scenes again. You queued directly so you can skip it, but the people who queued through the roulette cannot. Ridiculous situation. In any case you queue without a premade, be it full or undersized, directly or via roulette, they have no choice but to force it on everybody.
The fact it applies even when you go in there unsynced or full-premade is a different matter altogether and should be changed. Yes, if you queued for the roulette, that's how things are right now, deal with it. But if I want to power level my alt to 60 so I can solo the place, and not watch cutscenes or watch them at my pace, I should be able to do so. Sigh.
Queuing for a dungeon is different than undermanning it. People who queue for the dungeon will end up in a party with others who are doing their roulette, so need to be following the same rules. If you underman the dungeon (i.e. go in unsynced), then you're already on a different set of rules than those doing roulette and won't be put in a party with anyone, so having a different rule about watching cutscenes would work there. However, since there's no rewards that way, the most common reason for doing these unsynced is to help a friend through when they're doing their story run. You wouldn't want to skip cutscenes then, as screwing up their story run would invalidate the point of helping your friend. So I'm not really sure why anyone would want a quick cutscene-free unsynced run of these.
(I wouldn't be against the option exactly, so long as it's limited to unsync. I just don't see the point of it.)
Newbie here. Well, mostly. Been subbed for a month and a half now.
Seeing the cutscenes for the first time all I wanted was to press the skip button.
They are excruciatingly long and a pain to sit through, only made worse if I am trying to get my hands on that much needed Genesis.
Going without running Castrum and its agonizingly boring thrice as long deformed sibling means I am effectively forced to either play PvP or never miss a single one of the other dailies every day for every week to top up fully. Never have I met a single newbie who thought otherwise, perhaps due to being on Chaos, but regardless...
I support giving people the choice to skip the cutscenes if they so want to.
This stuff gets painfully dull... and it's dull for nine people out of ten from what I have seen.

I'm not going to do that because I 100% support what they're doing. ¯\_(ツ)_/¯
I would say leave the cutscene the way they are currently but add these two dungoens to either GC Squad or the up coming Trust system to affectively making it a "solo instance"
