Because people who had multiple houses spread across alts were grandfathered in when they locked housing to accounts. Until they basically come out and force hoarders to give up multiple plots, nothing will change.This is a problem indeed, and I'm afraid that the FFXIV Team isnt doing anything about it. There's someone that is currently hoarding the Mist right now and owns more than half of a ward. I reported it, but the person is still there. What is worse is that a few of my friends were trying to nab a house and of course, its the waiting game before you can purchase if you are a new at owning a plot. This same person decided to swoop in, out of his/her own comfort ward to buy a house my friend was going to purchase in a different ward location.
How is this happening? Why do you still let it happen?

Taking things away from people who did nothing wrong, especially from people who are on servers that still have tons of housing available would not be the right move. People need to stop complaining about the people who were grandfathered in and the few houses that would add back into the system, and instead need to focus on changes (like instanced housing, expanded apartments w/ possibly more apartments added to the existing buildings if needed on larger servers) that would allow everyone a house.
They aren't going to scrap the wards and invest in an entirely new housing system at this point. While unfortunate, it simply isn't realistic, which is why people point to multiple house owners. If they aren't going to implement instance housing, they shouldn't allow you to have sixteen houses. What they have mentioned, is making it so houses become account bound, thus allowing your alts to access them.Fixed it for you.

Now overhauling Apartments would be a good step, but that looks to be going the way of Egi glamours. Regardless, people are focused on both.
